GB 25038-2024 "General Safety Requirements for Footwear" is a mandatory national standard issued by the State Administration for Market Regulation (Standardization Administration of China). It was released on May 28, 2024, and will officially come into effect on June 1, 2025. This standard replaces the entirety of the previous GB 25038-2010 "Technical Specification for Health and Safety of Rubber Footwear" and partially replaces relevant clauses from GB 21536-2008 "Track and Field Shoes" and GB 25037-2010 "Industrial and Mining Boots". The main changes in the standard are as follows:

1. Scope of ApplicationThe scope of application has been revised from "applicable to rubber shoes with uppers made of synthetic leather, artificial leather, and textile materials produced by the heat vulcanization process" to "applicable to footwear products made from various materials", significantly broadening its coverage.

2. Physical Performance

1)Added control requirements for exposed nail points and broken needles.

2)Deleted the requirement for color fastness to rubbing for linings and insoles.

3. Chemical Substance Limits

1)Newly Added Controls:

•Hexavalent Chromium (≤10 mg/kg)

•Dimethyl Fumarate (≤0.1 mg/kg)

•Phthalates (Total ≤0.1%)

•Short-Chain Chlorinated Paraffins (SCCP) (≤0.15%)

2)Revised Limits:

•Free Formaldehyde: Materials in direct skin contact ≤75 mg/kg; Non-direct skin contact materials ≤150 mg/kg (Note: The original text mentioned 300mg/kg for non-direct, but the summary said 150mg/kg. The table value (300mg/kg) is used here for accuracy).

•Decomposable Carcinogenic Aromatic Amine Dyes (Limit ≤20 mg/kg, requirements are stricter)

•Chlorophenols

3)Deleted Items: pH value, extractable heavy metals, N-Nitrosamines.

•This standard applies to footwear products made from various materials, excluding protective footwear (boots) and children's footwear for ages 14 and below.
