1. Scope of Application
This standard applies to all candle products sold on the market. It covers requirements for fire safety information that must be placed on the sales unit (product packaging or the product itself) and also includes regulations that retailers and distributors must follow. It is important to note that this standard does not address other labeling requirements for candles (such as environmental or quality labels) or the physical burning performance testing of candles, which are typically covered by other standards (e.g., ASTM F2417).
2. Requirements for Fire Safety Warning Labels
ASTM F2058 specifies detailed requirements for fire safety warning labels on candle products:
1)Label Content: Labels must include:
•"Keep away from flammable materials."
•"Keep out of reach of children."
•"Never leave a burning candle unattended."
•A safety alert symbol.
•A signal word (e.g., "WARNING").
•Specific fire safety warning statements. These statements alert consumers to crucial safety information such as:
•Pictograms (if used).
2)Label Placement and Visibility: The fire safety warning must be placed on the sales unit and must be clearly visible to consumers at the point of sale.
3)Label Integrity: Manufacturers, distributors, or retailers must not obscure, cover, or remove the fire safety warning.
3. Key Focus and Relation to Other StandardsIt is important to note that ASTM F2058 is a standard specifically for labeling specifications. It does not directly prescribe specific test items and limit values (such as burning performance, stability, etc.). These performance tests are typically regulated by other standards, for example:•ASTM F2417: This standard focuses on the fire safety specification for candles, including burning performance tests (e.g., flame height, burn time) and stability tests.
•SOR/2016-165: This is the Canadian Candles Regulations, which also includes test requirements and limits for burning performance, stability, and safety.
Although ASTM F2058 does not directly set test limits, it requires that the safety information on the label effectively warns consumers, thereby indirectly promoting product compliance with these safety performance requirements.
4. Other Important Considerations
1)Bilingual Requirements: In markets like Canada, safety warnings and instructions on candles must be provided in both English and French.
2)Use in Conjunction with Other Standards: In practical application, especially during product certification, ASTM F2058 is typically used in conjunction with other standards such as ASTM F2417 (candle fire safety specification) and Canada's SOR/2016-165 (candles regulations) to ensure the product comprehensively meets all safety requirements.
3)Label Durability and Clarity: The standard requires that the fire safety warning remains legible and discernible throughout the product's intended life and should not easily wear off or become detached.
4)Responsibility in the Distribution Chain: The standard clearly states that not only manufacturers are responsible for ensuring the product carries a compliant label; distributors and retailers also have the responsibility to maintain the visibility and integrity of the label throughout the sales process and must not obscure or remove it.
