On 23 February 2021, the European Union published the relevant amending Regulation (EU) 2021/277, which revised the entries for Pentachlorophenol (PCP) and its salts and esters in Annex I of the POPs Regulation (EU) 2019/1021. The revised requirements for PCP are as follows:

SubstanceCAS No.Specific Exemption or Rule
Pentachlorophenol (PCP) and its salts and esters87-86-5 and othersFor the purpose of this entry, Article 4(1)(b) shall apply to substances, mixtures, or articles containing PCP, its salts or esters in concentrations ≤ 5 mg/kg (0.0005%).

PCP is primarily used as a herbicide in agriculture, and as a preservative and anti-mildew agent for textiles, leather, wood, and paper. Due to its high adsorption capacity and strong bioaccumulative potential, it has been added to the list of prohibited substances under the POPs Regulation.
