Requirements

The following materials shall not be used in the manufacture of toys:

Celluloid (nitrocellulose) and other materials of similar characteristics when exposed to fire.

Fluffy surface materials (e.g., certain plush fabrics) that exhibit a surface flash effect upon ignition.

Toys shall not contain flammable gases or flammable gels or pastes.

Toys Intended to be Worn on the Head

This category includes:

Beards, moustaches, wigs, etc., made from hair, pile, or materials with similar characteristics.

Molded and fabric masks.

Hoods, headdresses, etc.

Free-hanging appendages/streamers attached to toys worn on the head.

Fancy Dress Costumes and Outfits Intended to be Worn by Children during Play

The flame spread rate shall not exceed 30 mm/s.

If the flame spread rate is between 10 mm/s and 30 mm/s, a warning label stating "Warning! Keep away from fire" must be affixed.

Toys Intended for Children to Enter

The flame spread rate shall not exceed 30 mm/s.

If the flame spread rate is ≥ 20 mm/s, the material must not produce burning fragments or molten drips.

If the flame spread rate is between 10 mm/s and 30 mm/s, a warning label stating "Warning! Keep away from fire" must be affixed.

Soft-filled Toys

The speed of flame spread across the surface shall not exceed 30 mm/s, or the flame must self-extinguish.

Sample Requirement: 1 complete sample set.

Testing Duration: 5 working days.
