Developed by ASTM International and incorporated into the U.S. Code of Federal Regulations (CPSC 16 CFR Part 1250), all toys sold in the U.S. market must comply with this standard.
ASTM F963 applies to all toys intended for children aged 14 years and under. It covers traditional toys, electric toys, stationery, children's articles (such as dolls, building blocks, ride-on toys, etc.).
Primary Testing Scope of ASTM F963:
•Physical and Mechanical Tests: Small parts, sharp edges and points, gaps and holes, projectile toys, cords and elastic components, etc.
•Flammability Tests: Toy materials (e.g., pile, fabrics) must comply with flame propagation requirements to prevent fire hazards.
•Chemical Tests: Eight soluble heavy metals (lead, cadmium, mercury, etc.), phthalates, total lead content.
•Electrical Safety Tests: Battery overheating, short-circuit protection, etc.
•Microbiological Safety: Ensuring materials are clean and free from pathogenic bacteria.
