CPSIA Testing

What is CPSIA Testing?

CPSIA testing ensures that children's toys comply with the Consumer Product Safety Improvement Act (CPSIA) of 2008. The Act defines a children's product as any product primarily designed or intended for use by children aged 12 or younger. Manufacturers must demonstrate that products sold in the United States meet these requirements, making CPSIA testing a critical step for market access.

US manufacturers and importers are required to test children's products to ensure they do not contain harmful substances—including lead and phthalates—and comply with toy safety requirements. CPSIA testing for toys is a mandatory requirement.The CPSIA itself is a regulation that mandates importers and US domestic manufacturers to ensure their products comply with all applicable ASTM standards, such as ASTM F963 – Standard Consumer Safety Specification for Toy Safety.

Testing Items Covered by CPSIA:

1.Strict Limits on Phthalates: Stringent restrictions on phthalates (chemicals used to soften plastics) in children's toys.


2.Strict Limits on Lead Content: Stringent lead content limits in children's products (90 ppm in paint and other surface coatings, 100 ppm in the substrate).


3.Mandatory Third-Party Testing: Mandatory third-party testing for lead (in paint and metal jewelry) by a CPSC-accepted laboratory. Testing is also typically required for cribs, pacifiers, small parts, bicycles, bicycle helmets, rattles, bunk beds, and more.


What are the CPSIA Requirements for Children's Products?

1.Compliance with Safety Rules: Comply with all applicable children's product safety rules.


2.Third-Party Testing: Undergo compliance testing by a CPSC-accepted laboratory.


3.Children's Product Certificate (CPC): Issue a Children's Product Certificate providing product compliance information.


4.Tracking Label: Affix a permanent, distinguishing tracking label to the product and its packaging.
