ASTM F963 is a mandatory toy safety standard in the United States, with the latest version being ASTM F963-23. Developed by ASTM International and incorporated into the U.S. Code of Federal Regulations (CPSC 16 CFR Part 1250), all toys sold in the U.S. market must comply with this standard.

ASTM F963 applies to all toys intended for children aged 14 years and under. It covers traditional toys, electric toys, stationery, children's articles (such as dolls, building blocks, ride-on toys, etc.).

Primary Testing Scope of ASTM F963:

•Physical and Mechanical Tests: Small parts, sharp edges and points, gaps and holes, projectile toys, cords and elastic components, etc.

•Flammability Tests: Toy materials (e.g., pile, fabrics) must comply with flame propagation requirements to prevent fire hazards.

•Chemical Tests: Eight soluble heavy metals (lead, cadmium, mercury, etc.), phthalates, total lead content.

•Labeling and Warning Requirements: Age grading, small parts choking hazard warnings, etc., must be clearly marked.
