In April 2019, the European Committee for Standardization (CEN) released the latest 2019 edition of the toy safety standard EN 71-3: migration of specific elements.
1. Revision content:
a. The hexavalent chromium law limit for the third type of material is changed from 0.2mg/kg to 0.053mg/kg, which will take effect on 2019-11-18.
b. For coated samples, the requirement for sieving has been cancelled, and the requirements for related sieves (formerly Appendix C) have also been deleted. The wax removal procedure has been changed from n-heptane extraction 6h to isooctane extraction 60min.
c. Revised the chromium (VI) test method.
d. Appendix G revised the test method of organotin. The organotin substances involved in this method were changed from 10 kinds to 11 kinds. Table G.1 Organotin has a new DMT.
2. The revised content of the new version:
Chapter number | change content |
3 | New definitions of terms: samples and laboratory samples; deletion of the following definitions: detection limit, quantification limit and other materials. |
4.2 Table 2 | Revision of the hexavalent chromium limit for the third category of materials from 0.2mg/kg to 0.053mg/kg, effective November 18, 2019 |
6.2.6 | Revision of the list of reagents and instruments |
7 | The new edition splits Chapter 7 of the old version of sample preparation into chapters 7 to 8 about sample preparation and migration procedures. The sample preparation expression is easier to understand. For coated samples, the requirements for sieving and related sieves are eliminated (formerly Appendix C) ) Has also been deleted. The wax removal procedure has been changed from n-heptane extraction for 6 hours to isooctane extraction for 60 minutes. |
8.2.3 | Revise the adjustment process of pH value in the migration procedure. For samples with buffer system, it needs to adjust the pH value four times, and increase the control steps for pH after migration. |
9 | Added stability requirements and test instruments for migration solutions of different elements (general elements, hexavalent chromium, organotin) |
10 | The calculation method of trivalent chromium has been changed, trivalent chromium = total chromium-hexavalent chromium |
11 | Added the results of experimental method verification, especially the comparison results between laboratories, and listed the data about method performance |
appendixB | Added informative appendix B, method verification information |
appendixC | Added informative appendix B, evaluation of reproducibility |
appendixD | An informative appendix D has been added to guide the particle size of different types of materials |
appendixE | The test methods of general elements have been slightly revised |
appendixF | The test method for hexavalent chromium was revised. The test method for trivalent chromium and hexavalent chromium was changed from LC-ICP-MS to IC-ICP-MS. The revised method can already include all types of limits |
appendixG | Revised the test method of organotin |
appendixH | An informative appendix of basic principles adds the relevant principles of sampling and wax removal procedures, and revised some principles |
